El objetivo del presente proyecto es describir los procesos de construcción de gobernanza regional del cambio climático en el Cono Sur a partir del análisis de las políticas exteriores climáticas de Argentina, Brasil y Uruguay desde 2015 a la actualidad. Con la firma del Acuerdo de París, la agenda climática ha comenzado a ganar protagonismo en América Latina, habilitando el surgimiento de leyes y políticas para abordar la problemática. En este marco, tres de sus miembros (Argentina, Brasil y Uruguay) fundaron en 2016 una coalición en el marco de las negociaciones internacionales llamada ABU. Resulta así relevante preguntarse por la importancia de esta coalición en la conformación de un espacio regional de abordaje del cambio climático en el marco del Cono Sur. La hipótesis que guía esta investigación es que el establecimiento de ABU representó el inicio de un proceso de construcción de regionalismo del Cono Sur en materia climática. El marco teórico de esta investigación se construye a partir de una estrategia basada en el eclecticismo analítico en Relaciones Internacionales, con el objetivo de contribuir a la consolidación de un campo de estudios vinculados a la política climática en Sudamérica, aún en proceso de construcción.

This project aims to describe the processes of construction of regional governance of climate change in the Southern Cone based on the analysis of the foreign climate policies of Argentina, Brazil, and Uruguay from 2015 to the present. With the signing of the Paris Agreement, the climate agenda has begun to gain prominence in Latin America, enabling the emergence of laws and policies to address the problem. Within this framework, three members (Argentina, Brazil, and Uruguay) founded a coalition in 2016 within the framework of international negotiations called ABU. It is thus relevant to ask about the importance of this coalition in forming a regional space to address climate change within the framework of the Southern Cone. The hypothesis guiding this research is that the establishment of ABU represented the beginning of building regionalism in the Southern Cone in climate matters. The theoretical framework of this research is made from a strategy based on analytical eclecticism in International Relations to contribute to the consolidation of a field of studies linked to climate policy in South America that is still in construction.
